Prices come from Google's official pricing page (checked 2026-09-19 and re-checked 2026-10-03: unchanged). Fast mode of function 3 and function 6 use the same connection; the model outputs speech and is billed as audio, so it costs about 4 times as much as Accurate mode — if you only need captions, choose Accurate. The function 4 figure was measured on 2026-09-19 with a 60-minute transcript (about 70% of it was the model's thinking tokens, which Google bills at the output price).
No monthly fee, no annual contract. You pay for Google API usage, charged directly to your own Google account. Turning on the paid tier needs a prepayment of at least US$5, and credit not used within 12 months is forfeited — if you use less than that in a year, that minimum prepayment is what it actually costs. How prepayment, expiry and caps work →
Live captions, recording-to-transcript, live bilingual captions, bilingual documents, re-formatting and interpretation in your headphones are all in one menu; install once and you have them all. Estimate your cost →
In-room microphones, online meetings playing on your PC, existing recordings or video files — the same tool handles them all.
Gemini's official language list has no Taiwan Traditional Chinese, and turning on speaker separation forces Simplified output. TIO tested 24 combinations to find a way around this; the price is running the same audio twice.
Recognition runs on Google's servers, not on your computer, so accuracy does not depend on your PC's specifications.
MIT-licensed: copy the whole package to colleagues and read every line of code yourself. The software is not tied to an account or a device (each person still needs their own Google API key).
Most Gemini word-error rates found online are for English material or are Google's own figures. As of 2026-09-19 we found no citable accuracy figure for Taiwan Traditional Chinese. The table below is the developer's own coverage measurement on Chinese material — not an accuracy rate — to give you a rough idea. Before using it for anything formal, try it with a recording of your own.
| Google engine | Function | Coverage |
|---|---|---|
| transcribe-live | Function 1 live meeting captions | 98.1% |
| transcribe-live | Function 3 "Accurate", source text | 97.9% |
| transcribe | Function 2 recording to transcript | 99.9% |
| live-translate-preview | Function 3 "Fast", source text (function 6 uses the same model; not measured separately) | 98.4% |
| flash | Function 4 bilingual document (translation) | 100% |
| flash-lite | Function 3 "Accurate" (translation) | 100% |
Developer's measurements, 2026-09-26, real Google service. Functions 1 and 3: the same 9-minute Chinese presentation recording (synthesised speech with 6 English sentences), fed to the program in real time without speakers or microphones; function 2: a 35.5-minute three-person mock meeting (synthesised speech). The first four rows count only missing characters in the text, with numbers checked separately (function 1 14/16, 3 "Accurate" 16/16, 3 "Fast" 15/16); the last two rows check whether each segment was translated (function 4 21/21 segments, 3 "Accurate" 76/76 sentences). The material is synthesised speech, cleaner than real meetings, and each function was measured once, so do not use this to rank them. A real person reading to the laptop microphone (function 1): 96.7% at 50 cm, 92.5% at 2 m.
TIO itself is free. Tick the functions you will use and drag the monthly hours to see roughly what Google will charge.
Each meeting hour uses one function, so hours are shared out, not charged twice; here every hour is priced at the most expensive function you ticked, so the real cost is usually lower. Function 2 is an estimate and function 4 a single measurement; function 5 runs locally and costs nothing, so it is not listed. Based on Google's official prices; your Google bill is what counts.
1. Prepayment: turning on the paid tier means linking a credit card and prepaying at least US$5 (accounts with a Taiwan billing address are billed in TWD; the settings screen shows the actual amount). Each meeting's cost is then deducted from that balance; nothing is deducted if you do not use it, and there is no recurring charge. When the balance reaches zero, every key under that billing account stops working at once and does not fall back to the free tier; you can turn on automatic top-ups and set a monthly top-up limit.
2. Expiry: prepaid credit is valid for 12 months from purchase; unused credit is forfeited and not refunded. So do not prepay too much at once — at TIO's rates, US$5 covers roughly: live captions about 9 hours, recording-to-transcript about 8 hours, live voice translation about 2.3 hours (estimated from the hourly rates on this page; actual use varies).
3. Monthly spend cap of US$250 (Tier 1): a fuse Google sets for you — when a billing account's spending for the month reaches US$250, service pauses automatically and resumes on the 1st of the next month. It is not a fee, not money you prepay, and unrelated to how much you prepay. At the most expensive mode on this page (function 3 Fast, about US$2.21/hour) you would need more than about 113 hours in a month to reach it. After US$100 in cumulative payments and 3 days since the first successful payment, the account moves up to Tier 2 automatically (cap US$2,000). There is also a rate limit of "at most US$10 per 10 minutes", which may or may not apply depending on the account.
4. Data handling and contracting entity: the paid-tier terms promise not to use your content to improve Google's products, to process it under the data processing addendum, and to keep short-term logs to detect abuse; data may be stored temporarily in any country where Google has facilities, and the terms do not explicitly promise "no human review". For billing addresses in Taiwan the contracting entity is Google Asia Pacific Pte. Ltd. (Singapore), whose parent group is Google LLC / Alphabet (USA). If your organisation has rules about overseas cloud services, check them yourself; this page draws no conclusion.

All the caveats are in this one section, not scattered around the page.
Target languages: Traditional Chinese (Taiwan), Japanese, English.
The free-tier terms state that content is used to improve Google's products and that human reviewers may read it. The paid-tier terms promise not to use your content to improve products, but the data still goes through an overseas cloud, short-term logs are kept to detect abuse, and the terms do not explicitly promise no human review (see point 4 under "Cost"). If your rules say recordings may not leave for any overseas cloud at all (personnel reviews, complaint cases), use a tool that runs completely offline instead of TIO. A transcript is a draft, not minutes — review official records by hand before sending them out.
Use a tool that runs completely offline. TIO's recognition always goes through Google's cloud; there is no way around that.
Check whether your meeting platform has built-in captions or transcripts first; if they are enough, you do not need to install anything.
TIO is Windows-only.
Book human interpreters. Nobody answers for AI translation mistakes, and it cannot read the room.
Subscription services may also be worth comparing; TIO suits usage that varies and people who do not want a monthly fee.
Many organisations mix tools: built-in captions for online meetings, TIO for in-room meetings, recordings and foreign-language videos, and an offline tool for confidential recordings.
The download page is on GitHub. Scroll down to "Assets": there are two zip files, the English edition (file name ending in _en.zip) and the Traditional Chinese edition (_zh-TW.zip); download the one you need. Don't click "Source code": that is the developers' source snapshot, not the install package.
About 1.5 MB (32 files); no GitHub account needed. Do not unzip right away: right-click the zip → Properties → tick "Unblock" → OK, then unzip.
Create a key in Google AI Studio and link a payment method. Fees go straight to Google. We recommend each person uses their own key. After installing, menu item 9 "API key settings" lets you set, change or clear the key at any time; it is masked when pasted and checked with Google.
Download it from the page above, unblock and unzip it, then follow "1_Install_Guide_READ_FIRST.md" and double-click 3_Install.bat. The installer first explains what it will do and starts only when you agree. Function 6 needs headphones or a second sound output.
A simple menu: pick a function and go. See the user guide for details.
The user guide is also available in 繁體中文 ・ 日本語 ・ 简体中文.
TIO itself is free and MIT-licensed. The Google Gemini API it calls is paid, and you pay Google directly: about US$0.63 per hour for transcripts (estimate), about US$2.21 per hour for live voice translation, about US$0.50 per hour of transcript for bilingual documents (measured). The paid tier needs a prepayment of at least US$5, forfeited if unused within 12 months; see "Cost".
Recognition: Google's documentation says it automatically detects more than 85 language locales (official, checked 2026-09-19). Translation targets (functions 3, 4, 6): the menu offers Traditional Chinese, English and Japanese, all three tested with the real API; other language codes can be given on the command line but are untested.
In recording mode, yes (by voice, not by account); in live modes, no.
When capturing the sound your computer plays, if the interpretation also plays through the same speakers it is recorded again and translated again — a feedback loop that keeps costing money. So the original sound goes one way (for example an unused output) and the interpretation another (your headphones). With a microphone, always wear headphones.
If you only need a transcript and all meetings are on that one platform, the built-in captions are fine. TIO covers what the platform cannot reach: in-room meetings, existing recordings, foreign-language videos, bilingual documents for the record, and your own proper nouns.
Windows marks zip files downloaded from the internet as "from the internet", and after unzipping the .bat files inside carry the same mark, which some computers block outright. Before unzipping, right-click the zip → Properties → tick "Unblock" → OK. See "Installing" in the user guide for details.
LICENSE file in the zip.Costs and rules come from Google's official documents; TIO's own costs and behaviour are the developer's measurements, with the conditions stated where they appear.
